Certification Requirements

Bowhunters participating in the "Bowhunter Certification and Referral Service" are governed by the following requirements in order to be certified by the North Carolina Bowhunters Association.
1- All certified
"BCRS Members" MUST be an active member of the

"BCRS Members" are required to complete the standard "Hunter Safety
Course" and the "International Bowhunter Education Course
(IBEP)" before they can be certified and accepted
into the program. No one will be
Grandfathered into the program for any reason.
3- All participants
will be required to complete and submit a standard "BCRS
Certification" application to the NCBA-BCRS Chairman, or his designee.
The application will be of standard design and available, upon request, to all
active NCBA members. It is also listed on the NCBA website under the
"Application" link.
4- An annual application/renewal fee will be assessed to all applicants. This fee will be used to pay for insurance coverage and administration costs of the program. The amount of the annual fee is $20. It is valid for one year from the date of initial issuance. Members will be allowed to renew BCRS membership sixty (60) days prior to expiration for each individual membership.
5- Applicants must perform and
pass a 'Accuracy and Proficiency Test'
(APT)' with the bow(s) they will be hunting with. They must be
able to place (shoot) a minimum of 5 arrows out of 10 shots
inside a target circle. The size of the target will be 6 inch circle
at: fifteen yards for traditional bows; or at 20
yards for compound bows. The applicant must use the same bow(s) they
intend to use for hunting. Applicants must qualify
separately with each bow he/she intends to hunt with. (*Arrows with field points may be
used for the test.) Archers can take the
APT
test more than once, but only one time on any given day.
The standard BCRS - APT certification is valid for ONE year. BCRS
members must
re-qualify each year up to 60 days prior
or after expiration of annual certification.
Members may also re-qualify at any time if they desire to do so. Certification will
also be extended for a 60 day grace period beyond
the expiration date. A lapse in certification will also require the applicant to perform
the APT again in order to be re-certified. Practice shots are NOT permitted on any BCRS target, or similar target
at the time the test is administered.
7- Persons
who will be qualified (eligible) to administer the BCRS-APTqualification tests are NCBA
Members who are:
a. Any present or past NCBA E.C. or A.C. officer.
b.
NCBA official measurers.
c. Officers/Designees of Local Chapter
Clubs.
d.
NCBA-IBEP Instructors.
e. NCBA members who operate public or
private, indoor or outdoor ranges. (*These
members must be certified by any ONE of the five options listed in a, b,
c, d or e above. A fee may NOT
be charged to administer the BCRS-BCPT test. Nor
shall BCRS applicants be required to patronize their establishment in any manner, form or
fashion.)
NOTE: ALL persons must complete an application for the
"Certifier" position who desire to perform this function.

"BCRS Member" applicants must sign and notarize a "Waiver of Liability"
including a "Hold Harmless Clause" to be kept on file with the program
coordinator for the BCRS program. (This is included with the "Member"
application.)
9- Successful
applicants, after acceptance, will receive a personal ID card after annual renewal
and/or recertification.
10- Local
NCBA chapter clubs should plan to schedule annual IBEP courses for members and others
interested in participating in the BCRS program, and
should also hold annual BCRS qualifying days.
