I. AIMS AND GOALS
II. Operations
A. Trophy Class Entries: The objective of Trophy Class entries will be to recognize outstanding game animals taken with bow and arrow in the State of North Carolina.
a) Any game animal taken with bow and arrow within the State of North Carolina, that meets the rules and requirements established by the Records System will be eligible if the entry meets or exceeds the minimum score set by the Records Committee.
b) Entries must be scored by an official measurer, certified by the Records Chairman. (Exception: Bowfishing entries as noted on the bowfishing scoresheet.)
c) Entries must be accompanied by a Fair Chase Affidavit and a Kill Data Form.
d) Entries should, if at all possible, be accompanied by a photograph of the animal and the bowhunter together, preferably taken at the time of harvest.
e) Entry must be accompanied by an official North Carolina Big Game Kill Report Card (or photo-copy of same) which serves as possession permit; or be able to supply a "Validation Number" issued by the NCWRC when checked in by telephone.
a) Bowhunter inquiring about an entry for th Records System will be referred to the nearest official measurer by the Records Chairman.
b) The official measurer will make an official measurement only after a sixty (60) day curing period has elapsed. This period shall not include any time the trophy was stored in a freezer, or outside in freezing weather. If a skull, it must be boiled out, clean and free of all adhering flesh, insects, etc., before it will be scored.
c) Upon acceptance, the entrant will be awarded a "Trophy Class Certificate", which will be of quality design so as to be attractive and suitable for framing.
d) The entry will then be entered into the "All-Time Records Lists."
e) There will be no registration or entry fee for entering any animal into the "NCBA All-Time Records Lists". However, the Records System may accept donations from entrants who wish to contribute to the Records System to help defray operating costs. (Note: There will be a $5 fee, per certificate, to non-NCBA members.)

*Note: Minimum scores are not set in some classes due to lack of established trophy class standards, or because of the difficulty in harvesting particular species of game. Minimum standards may be set at any time by the Records Committee.
*Bowhunters may receive only one certificate each calendar year for each specie of "Special Animal" and "Fish". This normally would be their highest scoring entry in each "Special Animals" or "Bowfishing" category. The only exception is for the "First Kill" of each specie for each individual bowhunter. There is no limit to the actual number of entries that can be scored and entered into the "All-Time Lists" each year, but only ONE certificate will be awarded for each specie to each bowhunter.*

C. Scoring Systems
1. Big Game: The scoring system to be used on big game will be based on the scoring system developed by the Boone & Crockett Club with the exception of Wild Turkeys and Fish. The Boone & Crocket score forms for whitetail deer will be used for the scoring of antlered deer. The skull measurement system as developed by the Boone & Crockett Club will be used for measuring whitetail doe deer, Black Bear, Wild Boar, and all species in the "Special Animals" categories.
2 Entries must meet the definitions of Bows, Arrows and Broadheads as set forth by the Pope and Young Club. (*NOTE: Beginning January 1, 2004, NCBA will accept entries taken with compound bows with let-off that exceed 65% A.M.O. standard let-off. These entries will be designated in the records listings with an asterisk (*). Traditional bowkills will be designated with the small letter "t". All entries with no designation indicates the animal was harvested with a compound bow having 65%, or less, let-off.)
3. New "State Record" Big Game animals must be "Panel Judged" by a minimum of three (3) NCBA measurers of which ONE must be Pope & Young certified.
5. Wild Turkeys will be scored on a basis of beard length and spur measurements.
6. Measuring Deer Antlers:
a) Deer antlers for Big Game categories "a" and "b", Typical and Non-Typical Whitetail Deer, may not have any velvet remaining on the antlers during official measuring. The velvet may be removed (completely) by the entrant, and the trophy will meet this requirement.
b) Deer antlers for Big Game categories "c" and "d", Typical and Non-Typical Velveted whitetail deer, may be scored and entered if any part, or all velvet remains on the antlers. There will be no penalty for any velveted entries in these categories. However, the minimum score requirements are approximately ten percent (10%) higher than for corresponding "Hard-Horned" categories. Non-Typical entries must have at least one legitimate "abnormal" point to qualify as non-typical. The hunter may choose to enter the animal in either the typical or non-typical category. His decision is final.
7. All entries in to the Trophy Class must be scored and submitted by an official measurer appointed by the Records Committee Chairman. (Except for fish!)
8. The use or aid of any form of drug, tranquilizer, poison, cross-bow or firearm will prohibit the entry of any game animal, special animal, or fish into any category or competition of the records system.
9. Found or picked up animals are not eligible for any competition. An animal is defined as "found" when recovered by the hunter, or any other person, after the search for the animal has been abandoned.
10. Antlered game animals that are mounted are eligible, but the Records Committee reserves the right to inspect the skull plate of these mounts if considered necessary. When possible, all animals should be left unmounted until official measurement has been made.
11. Entries having split or damaged skulls or skull plates which prevent accurate scoring will not be eligible for the Records System or any competitions sponsored by the NCBA.
12. The Records Committee reserves the right to refuse entry to any bowhunter's game animals if the animal was taken under any circumstances considered unsportsmanlike, but not specifically stated in the rules and regulations of the Records System.
13. According to NCBA By-Laws, any NCBA member, or potential member, caught and convicted of any willfully committed game violation is subject to having his/her membership terminated, and potential members may be refused membership in the NCBA for similar cause. In conformity with this line of thought, current or potential entries by person(s) who have had their NCBA membership terminated or refused for the conviction of any willfully committed game violation will also be denied entry of any animals into the NCBA "All-Time Records System."
14. Any entry meeting the qualifications of the Records System will be eligible for the "All-Time Records List".
15. Any bowhunter who enters, or attempts to enter, an illegal or fraudulent kill into the Record System, or into any NCBA competition; or any altered trophy kill (antlers or skull); shall have that entry disqualified, and any and all other entries by the same bowhunter in the past, present, and future will be ineligible for listing and awards and recognition of any sort by the NCBA and the NCBA Records System. (*NOTE: This ruling was reviewed and unanamously reaffirmed at an Executive Council meeting held on 1/26/2002 at the Woodleaf, NC Recreation Center. Members at the meeting also added that appeals to the E.C. to lift the suspension/ineligibility would not be addressed.)
16. Hunters who have taken any Big Game animal that meets NCBA Trophy Class requirements may be required to submit to a polygraph test. The hunter will be notified in writing and given the opportunity to take the test within a specified time. If the hunter fails to respond to the letter of follow through with the test, any and all past, present and future entries into the NCBA "All-Time Records" are subject to be dropped from the listings.
D. Entries
All entries must be taken under the rules of "Fair Chase", and accompanied by a "Fair Chase Affadavit" and a "Kill Data Form"or "Confirmation Number." The term "Fair Chase", as defined by the Records System, shall not be held to include the taking of game under the following circumstances:
1. Helpless in, or because of, snow.
2. Helpless in water, ice, or trap.
3. While confined by any type of "Game-Proof Barrier", or fence.
4. In defiance of the regulations governing harvesting of game animals, fish, etc.
5. Taking of game animals defined as such by the N.C. Wildlife Resources Commision by means of, or use of a spotlight, lantern, etc., at night. (ie: Deer, Bear, Boar, Turkey)
6. Taking of any game animal from any power boat of power vehicle.
7. By the use of any aircraft for herding, driving, landing alongside of any animal or herd; or using aircraft to communicate with a hunter directly on the ground.
8. Taking animals with the use or aid of any form of drug, tranquilizers, poisons, or firearms.
9. By any means or methods considered to be unsportsmanlike by the Records Committee.
10. By the use of any bow or arrow with any device attached to it which contains any electronic circuitry, such as: lighted sight pins, electronic or laser sights, electronic homing devices in arrows, video cameras, etc. (Note: A spotlight attached to the bow may be used while bowfishing at night.)
11. While inside escape-proof fenced enclosures, of any size land area.
*NOTE: Beginning January 1, 2004, NCBA will accept entries taken with compound bows having let-off that exceeds 65% A.M.O. let-off standard. These entries will be designated in the records listings with an asterisk (*). Traditional bowkills will be designated with the small letter "t". All entries with no designation indicates the animal was harvested with a compound bow having 65%, or less, let-off. Entries from Female and Youth Bowhunters will be designated by a "+" for Females and a "y" for Youths.
E. DRYING OF ALL ENTRIES (Except Fish!)
1. All entries must be allowed to dry (cure) under natural atmospheric conditions fo ra minimum of sixty (60) days. All adhering flesh, membranes, and cartilage must be completely removed from skulls before official NCBA measurers will be required to measure them. Natural atmospheric conditions do not exclude being within the confines of a building, such as the residence, or out-building of the bowhunter. But, any time that an entry is kept in a freezer, or in freezing weather in a preserved state, shall not be included in the sixty day drying period.
F. CHANGES IN THE RECORD SYSTEM
1. Any MAJOR changes in the organization, operation, or rules of the Records System must be approved by the Executive Council of the North Carolina Bowhunters Association.
G. Membership Requirements
1. A bowhunter and potential entrant, is not required to be a member of the NCBA to enter a kill into the records system; or to be eligible for "Trophy Class" recognition.

III. NCBA Master Bowhunter Program
*This program was approved by the Executive Council in June, 1992. The rules and requirements governing the awarding of the "Master Bowhunter Award" are as follows:
1. Status of Master Bowhunter
A. The status of Master Bowhunter shall be for the purpose of recognizing the individual efforts of bowhunters whose pursuit of big game in North Carolina has taken them far beyond that of the average bowhunter.
B. To reach this status and be recognized by the NCBA, a bowhunter must take ONE each of the FOUR species of big game in N.C. This shall hereafter be referred to as North Carolina's "Grand Slam" of bowhunting.
C. The FOUR species of big game in N.C. are: Black Bear, Whitetail Deer, Wild Turkey, and Wild Boar.
2. Minimum Requirements
A. The minimum requirements for each entry are the same as for entry into the Records System "All-Time Records Listings". (See Trophy Class Minimum Requirements under Section II-B-1.) Successful candidates for the "Master Bowhunter Award" must take ONE each of the following which meets "NCBA Trophy Class Minimum Requirements":
ONE - Whitetail Deer (Typical, Non-Typical, Typical Velvet, or Non-Typical Velvet)
ONE - Black Bear
ONE - Wild Turkey (Typical or Non-Typical)
ONE - Wild Boar
B. All entries must be taken in North Carolina
C. Past entries are eligible IF the bowhunter was a member of NCBA at the time of the harvest.
D. Entries must be taken in accordance with NCBA and Pope & Young Club Rules of Fair Chase.
E. All entries must be taken with Bow and Arrow, as defined in the NCBA Records System Rules; and by definition of a "Bow, Arrow and Broadhead" by the Pope and Young Club.
F. A "Master Bowhunter All-Time List" shall be maintained by the Records Chairman.
G. A "special" plaque and jacket will be presented to those who have successfully completed the "Grand Slam" requirements at the annual awards banquet.
IV. Hall of Fame (

1. The NCBA Records Chairman shall keep a listing of all persons nominated and accepted in the "North Carolina Bowhunter's Hall of Fame".
2. Nominations may come from any active NCBA member in "Good Standing" and must be received by the president or any member of the Executive Committee no later than January 15 in order to be considered for acceptance into the "Hall" each year.
A. Nominations must be accompanied by an essay, resume, and any other documentation available which could help justify consideration and acceptance of nominee. The nomination must also be signed by at least three other NCBA members upon being submitted to the Executive Council for consideration.
3. Classes of Membership in the "Hall of Fame"
A. There shall be three classes or categorical requirements for membership. These are: "Pioneer", "Service", and "Bowhunting Accomplishments".
4. Listings will be maintained by the NCBA Records Chairman and will be published periodically in the "Official Bowhunting Records of North Carolina" and in the North Carolina Bowhunter Magazine. A "display" will also be prepared for display in the NCBA booth whenever and wherever it may be set up.
5. Awards will be presented to new inductees into the "Hall" at the Annual NCBA Awards Banquet if possible. These awards may take the form of a certificate or plaque, as deemed appropriate by the Executive Council. The design and wording shall be standardized and approved by the Executive Council.

V. Annual Awards Contests
1. NCBA Annual Big Game Awards
A. The Executive Council shall have management over the NCBA Annual Big Game Awards. The Executive Council shall be empowered to make necessary changes in the program, so that it presents the NCBA and it's members as Sportsmen of the highest quality.
B. Anyone filing any false information with an entry shall lose their right to enter any animal or to receive any awards for any animals for that year and all years in the future.
C. The Executive Council shall have the power to suspend ( for filing false information or illegal entries) that member's NCBA membership for a period of time they feel suits the situation.
2. Awards To Be Given
A. The NCBA will give ONE first place; second and third place awards, in each category as follows for all animals & fish taken in North Carolina:
1. Largest Typical Whitetail Deer
2. Largest Non-Typical Whitetail Deer
3. Largest Typical Velveted Whitetail Deer
4. Largest Non-Typical Velveted Whitetail Deer
5. Largest Whitetail Doe Deer
6. Largest Wild Boar
7. Largest Black Bear
8. Largest Wild Turkey - "Typical"
9. Largest Wild Turkey - "Non-Typical" (Multiple Beards and/or Spurs)
10. Largest Feral Hog
11. Lady Bowhunter Awards: For the highest scoring bucks, or does, if no bucks are entered. Lady entrant must be an NCBA member or spouse of an NCBA member at time of harvest.
12. Youth Bowhunter Awards: For the highest scoring bucks, or does, if no bucks are entered. Youth entrant must be under 16 years of age on date of harvest of animal. Entrant must also be an NCBA member, or one of his/her parents, or legal guardian must be an NCBA member.
13. The NCBA will give ONE "First place; Second and Third place" awards, in each "Special Animals" category, if applicable. Members may enter as many entries as they wish, and are encouraged to do so. All entries that meet the minimum score requirements will be listed in the "All-Time Records" listings. However, individual members may enter only "ONE" animal in each specific "Special Animals" category in the annual contests. All members will also receive a "NCBA Trophy Class Certificate" for their highest scoring entry in each "Special Animals" category each year. Animals included in the "Special Animals" categories are: Bobcat; Coyote; Groundhog; Raccoon; Grey Fox; Red Fox; Tundra Swan; Canada Goose.
B. Annual Big Game Awards are open only to NCBA members, and their spouses and children, as outlined in "A-10" and "A-11" above. Entrant must have been an NCBA member at time of harvest of any potential entry into the Annual Awards Contests.
C. All game laws, NCBA Record System Rules and "Rules of Fair Chase" must be obeyed.
D. Scoring Method: Pope & Young Club and/or NCBA Records System. NOTE: Button Bucks, or other bucks with visible antlers less than one inch long, will be scored using the skull measurement method and be placed with does in determining the results of any annual contests. Only visible antlers which protrude above the skin line may be measured.
E. There will be NO registration or entry fee(s) required for entry into any NCBA Annual Awards Contests.
3. NCBA Annual Bowfishing Contests
1. Anyone filing any false information with an entry, shall lose their right to enter any fish or to receive any awards that year and all years in the future.
2. The executive council shall have the power to suspend, (for filing false information,) that member's membership for a period of time they feel fits the situation.
3. "First, Second and Third Place plaques will be given for the largest Bowfin, Common Carp, Grass Carp and Longnose Gar, by weight, taken in the State of North Carolina (or reciprocal waters). The NCBA will give ONE "First place; Second place and Third place" plaque in each "Bowfishing" category, if applicable. Members may enter as many entries as they wish, and are encouraged to do so. All entries that meet the minimum weight requirements will be listed in the "All-Time Records" listings. However, individual members may enter only "ONE" fish in each specific "Bowfishing" category in the annual contests. All members will also receive a "NCBA Trophy Class Certificate" for their largest entry in each "Bowfishing" category each year. (*NOTE: Ties in weight will be broken by comparing first the length, and then the girth measurements.)
4. Annual bowfishing contests are open only to NCBA members. Entrant must have been an NCBA member at the time the fish was taken.
5. All game laws, NCBA Record System Rules and "Rules of Fair Chase" must be obeyed. Any fish taken from any impoundment, lake, river, stream or pond which has an exceptionally low water level due to drainage or extreme drought, shall not be eligible for entry into the bowfishing contest. The fish must have "space" to retreat which offers a safe haven and opportunity for escape from the bowfisherman.
6. To enter a fish, the member must submit the following:
A. Fish must be weighed on the most accurate scales available in pounds and ounces. Potential State Record fish must be weighed on certified scales to the nearest ounce.
B. Length and Girth measurements must be taken to the nearest eighth of an inch.
C. Weight and measurements must be submitted, in writting, and must be witnessed by at least one person. If possible, the entry should be filed on the standard NCBA Bowfishing scoresheet.
D. A photograph, clear and sharp, of the "fish and entrant" is required to be filed with the entry to the Records Chairman.
E. The entrant shall note the date, time, and location (lake, river, county, etc.), the fish was taken from on the scoresheet.
F. No registration fee is charged or required.
G. Entrant must possess all required N.C. Licenses and supply the license number, or copy of license, from all required licenses
