URBAN DEER SEASON...What can you do to make it happen in your town?

DATE:            January 23, 2008
TO:                NCBA Members
FROM:          Ramon Bell,  President/NCBA
SUBJECT:     URBAN DEER SEASON FOR 2009..

The NC WRC approved the Urban Deer Season beginning in 2008.  In fact,  it is underway right now thru Feb. 16th.  But, only 2 cities opted into the season for this,  the first year of its existence.

The town of Elkin, NC voted to utilize this year's urban deer season which began January 12 and ends February 16, 2008. Bowhunters must have permission from a landowner to hunt anywhere in Elkin.  The town is about 8 square miles in area and has a population of about 4,100 people.

The town of Washington, NC also opted into it for their municipal airport only. One of our own NCBA members,  Willie Allen (Outback Outfitters), secured this 900 acre lease and anyone can book a hunt with him. Anyone interested in a winter hunt for deer can contact Willie Allen at: 252-944-7928.  It is bowhunting only and he has prepared and maintained numerous stands with feeders.  This is a good way to fill those left-over tags from the regular season, or fill a couple of the new "Bonus" antlerless tags available this year.

So.. What lies ahead for 2009?  Good question!  And,  that may be entirely up to YOU.  Any city or town may opt into the urban deer season for 2009 by simply sending a letter to the Director of the North Carolina Wildlife Resources Commission requesting to be included along with a map showing boundaries where bowhunting is/is not permitted.

NOTE:  If your city/town votes to adopt the urban deer season,  but currently doesn't allow discharge of bows within your city/town limits,  the city/town council will also have to amend their local ordinances to make an exception to allow bowhunting.

What can you do and how can you go about doing it?  If you'd like to see the urban deer season adopted in your town,  now is the time to "get it done." No one is going to do it for you and your bowhunting community. Here's what you have to do....(and NOW is the time to do it!)

1-  Talk to other hunters,  preferably bowhunters, in your community. See if they have the desire to work with you and others to petition your town council to approve the urban deer season for your town/city.

2-  If you or any of your friends know any of your town council members personally.. make personal contact with them individually and explain the urban deer season law to them and the problems caused by deer overpopulation to get a feel for their position on it.

3-  Have facts, data and statistics ready to show and explain to them about problems caused by deer overpopulation in your community as it relates to motor vehicle collisions, deer depredation of crops, ornamental plants and flowers, and also the dangers to the health of the deer herd itself due to disease that may be caused by overpopulation of available habitat.

4-  After talking to your town/city council members.. if you think you have enough support from them to get the resolution passed,  contact your town clerk and request that you (or your group) be added to the agenda for the next town meeting. Be prepared to attend with your supporters, if you have any.. and make your official presentation to them.

5- You and they (Town Council) need to know that the DEADLINE for applying for the 2009 urban deer season is April 1st, 2008... for the following year's season in January-February, 2009. (This April 1st deadline applies every year for the following year.)  So,  NOW is the time to get up and get this ball rolling in your community.  You don't have much time left to get this done.. April 1st will roll around before you know it. Don't let this opportunity slip by you.

If we can be of any assistance to you,  please let me know.  I can send you information of deer/motor vehicle collision data and other information that may help with your presentation.

Good Luck..

Ramon Bell
President, NCBA

COMMENT:  I met with my town council on Tuesday night (Jan. 22nd) to make a presentation to them on adopting the urban deer season for 2009.  I live in Stokesdale,  which is in northwest Guilford County.  Stokesdale is 21.4 square miles in area with a population of about 3,600 people. I met with them back in September and my proposal was voted down by a 3-2 vote.  We have new people on our town council now who have different views about this issue.  On January 22, 2008,  the Stokesdale Town Council voted and approved the urban deer season for 2009.

ADMINISTERED BY:
North Carolina Bowhunters Association

To:  NCBA Members

At an Executive Council Meeting on April 22, 2007,  Dr. Raymond E. Pifer (NCBA Member),  presented a proposal to create a general "Memorial Endowment Fund" for NCBA.  This was approved by the Executive Council and Associate Council members present at this meeting and is effective immediately.  A separate account will be opened to handle contributions and deposits to this fund.

Donations to the "NCBA Memorial Endowment Fund" should be designated as being "In Memory of".. and name any individual, group, or entity as being the object of the donation. Donations may be made to the fund at any time.. prior to, or after the death of anyone,  or for any reason designated by the donor.  Donations are tax deductible.

This is a separate fund from the "JR Wright Memorial Fund" to accommodate members who wish to make donations in the name of other individuals, groups, etc.

The main difference between the "NCBA Memorial Endowment Fund" and the "JR Wright Memorial Fund" is that the accrued interest may be used however and whenever NCBA wishes to spend funds from the "NCBA Memorial Endowment Fund."  Accrued interest from the "JR Wright Memorial Fund" may only be used for "Youth Education."

Individuals may be memorialized on our website with a biography and photos,  upon request by the family of the deceased.

NEW RULINGS BY P&Y (and NCBA) - August 2006

Pope and Young Club changes rule for determining "Typical" vs. "Non-Typical" classification for Whitetail Deer and other antlered species:

The old rule was that if a deer had one inch of abnormal growth, it could be entered into the "Non-Typical" category.  This has been changed because hunters have been entering deer into the Non-Typical category that were simply NOT "Non-Typical" in nature.  P&Y and NCBA have been getting a significant number of entries into the "Non-Typical" category with just one or two short abnormal points. Thus, the "Non-Typical" category is getting filled up with entries that are truly "Typical" in nature.  P&Y and NCBA Measurers encourage hunters to put their entries in the category that best reflects the nature of the antlers overall.  But,  simply stated, this has NOT worked.  Beginning this year (Sept. 9, 2006),  a new process will be initiated by both P&Y and NCBA in determining which category a deer will be entered into.  The Records Offices of P&Y and NCBA has the authority to change the category if the animal is submitted incorrectly.  Here's how the new ruling works. Antlered deer or other species of antlered animals, will be entered into the category (typical versus non-typical) for which its final score is the greatest over the current "Minimum" entry score requirement.  The minimum score requirements for Whitetail Deer are 125 (Typical) and 155 (Non-Typical) for P&Y;  100 (Typical) and 110 (Non-Typical) for NCBA.  Here's an example:  If a deer has 10 inches of abnormal antler growth,  and the final score is 148 (Typical) and 168 (Non-Typical),  the correct category to place the animal is in the "Typical" category because,  the typical score is 23 inches over the 125 "Typical" minimum score,  but only 13 inches over the 155 "Non-Typical" minimum score.  Simply stated.. follow this procedure.  Score the antlers both ways;  "Typical" and "Non-Typical".  Subtract the minimum score requirement of 125 for "Typical"  deer from the deer's official "Typical" score.  Then,  subtract the minimum score of 155 for "Non-Typical" deer from the deer's official "Non-Typical" score.  The figure with the highest "difference" is the category that the animal must be entered into.  Anyone with questions or comments should send them to us HERE.

NCBA will continue to use the old "1 inch abnormal point rule" for it's annual contests.  But, the deer must be placed in the "All-Time Records" listings according to the new ruling outlined above.

September 18, 2006:  P&Y office advises that their ruling doesn't officially go into effect until January 1, 2007.  But,  they recommend using the new classification ruling immediately for animals that qualify for "All-Time Records Listings."  NCBA will begin using this new ruling immediately for our "All-Time Records", but will continue to use the "one inch abnormal rule" for our annual contests ONLY... at the discretion and choice of the hunter.

Lumi-Noks:  These new items work great!.. But, they contain batteries and electronic circuitry.   Per P&Y and NCBA rules,  if they are used in taking animals, the animals will NOT be eligible for listing in P&Y and NCBA  "All-Time Records" or for "NCBA Annual Contests."   Bows, arrows and broadheads may not have any battery powered apparatus with electronic circuitry attached or built into them.  Pass the word.

ANNUAL NCBA HUNT INFO:        2008 NCBA Hunt:  Butner Gamelands

CAMPSITE for 2008.. Click on map to enlarge..

DATES:  October 19 - 26, 2008  *Official "Hunt" dates are: October 23 - 25, 2008.

Butner Hunt Report for 2007... You just knew it was time for the Butner Hunt. With the entire state of N.C. in a drought.. the forecast was RAIN..  And, RAIN it did!  The new campsite area was muddied up by Friday, but not nearly as bad as in past years.  A few members had to have help to get in/out, but for the most part,  everyone that wanted to come and go were able to do so.

Seventy some odd members signed the roster.  We had about 65 members attend the Friday night pig-pickin'.  We had plenty of food for all who attended. Many thanks to Mickey Strader, JR Stone and Cody Reed for cooking the BBQ again this year.  Mickey Strader, Mack Moore and Richard Shields donated domestic and wild hog that was cooked and served along with other items on the menu.  Maryann Moore brought her favorite "Butner Hunt" delicacy,  "Jalapeno Cheese Cornbread."   Deann Stone and Maria Bell prepared desserts and cole slaw.

The "Butner Shootout" was a new event this year.  For a while,  we began to wonder if anyone was going to participate in it,  but when the rain cleared Saturday morning,  about 20 members showed up to compete.  Each round consisted of one shot from a ladder stand, a ground blind and a standing shot from a steep side angle.  It proved to be a real challenge for all who participated in it.  Each "round" cost $3 and members could shoot as many rounds as they wanted to.  All the proceeds ($150) will go to the NCBA Memorial Endowment Fund in the name of Dustin Freeman.  "Dusty" died on July 3rd as a result of an ATV accident.  His father, Charles (4th) and brother, Charles (5th),  both attended the hunt and Pig Pickin'.   Wayne Smith finally won the "Compound Bow" competition with a score of 32 x 36 (2X).  Don Moore won the "Traditional Bow" competition with a score of 15 x 36 (0X).  Each won a "One of a Kind" NCBA Bowhunter hat specially embroidered by Tommy Kimball.  They will also receive a plaque.

Members who braved the rain and hunted saw lots of deer.  But,  only 4 or 5 deer were checked in.  Charles Henn (Western Carolina Bowhunters) shot two does on Saturday morning about 30 seconds apart.  It was his first ever bowkills.  Charles won the "Big Doe" contest.  Bucks have to have 6 points or more to qualify for the "Big Buck" contest and no one checked one in.  Jerry Sauceman shot a 4 pointer Saturday evening.  The prize winner for the "Big Buck" contest was determined by a "draw" of all hunters who registered at NCBA headquarters and the winner is Mike Hayes, NCBA member from Cary, NC.  The prizes this year were a BLOCK archery target and a 1 HP Meat Grinder for each winner.

Many thanks to all who pitched in and helped with "set-up/break-down" and "operation" of the Headquarters area and cooking.   Those who pitched in and helped were:  Connie Tysinger, Mike Hayes (and sons), Ron Greene, Don & Maryann Moore, Ramon & Maria Bell; JR & Deann Stone; Wayne & Thelma Smith; Benny Cox; Boots Howard; Charles & Bryan Henn;  Donald Wilkie and Jamie Brady.  I'm sure there were a few more that helped and I will add their names when I review my photos and records.

BCRS Certification:  $20.00 per year. Program approved April 2, 2005.  We began by certifying people and ("Certifiers") will administer the BCRS Proficiency Test. There is NO charge/cost to become a "BCRS Certifier."  Those eligible to do this are defined in article #7 of the BCRS Certification rules, as listed below:

7-   Persons who will be qualified to administer the BCRS qualification tests are NCBA Members who are:
  a.     Any “present or past” NCBA E.C. or A.C. officer.
  b.     NCBA official measurers.
  c.     Officers/Designees of Local Chapter Clubs.
  d.     NCBA-IBEP Instructors.
  e.     NCBA members who operate public or private,  indoor or outdoor ranges. (*These members must be certified by any ONE of the five options listed in “a, b, c, d or e” above.  A fee may NOT be charged to administer the BCRS-BCPT test.  Nor shall BCRS applicants be required to patronize their establishment in any manner, form or fashion.)

Anyone meeting this criteria interested in becoming a BCRS "Certifier" should contact the BCRS Chairman,  Ramon Bell or Jeff Morrison.    Applications for BCRS membership and qualification are now available! Contact Chariman to place your name on a LIST to get this done.  The program officially began on July 1, 2005.  That's when the liability insurance tok effect. We began accepting applications as soon as it is possible to get set up to administer the APT tests.

NOTE:  "Hunter Safety Course" and "IBEP Course" is required for full "BCRS Membership";  but NOT for "BCRS Certifier" approval! "Certifiers" need only meet the requirements as listed above under Item No. 7.. and complete the "Certifier" application form and return it to the chairman.

wpe5D.jpg (3214 bytes) TILAPIA.. and

wpe26.jpg (3036 bytes)  FRESHWATER DRUM (Aplodinotus grunniens);  NCBA has added a new "Unofficial" category for these fish.  Should you arrow one, be sure to "weigh" and "measure" the "length" and "circumference" of the fish.  Also,  take a photo and send all info into the records chairman same as you would any other fish.  We considered adding a category for Tilapia about 15 years ago.. but,  they weren't widespread enough across the state for many bowfishermen to access them.   Now,  we find that they are becoming more numerous,  specially in lakes that have "hot holes",   or warm water discharges from power plants. They can get up to 6 - 8 pounds or more in size.   And, they are very good table fare!  Just go on the web and search for "Tilapia" and you'll find all sorts of information on them.    I've been told that Hyco Lake has a good population of Tilapia. If you know of any other lakes that hold these fish,  let us know!  .. and send in any photos and scoresheets of these fish you may shoot!  "Freshwater Drum" can reach 15-17 pounds.  Most are being found in Kerr Lake.

NCBA will accept "Official" scores for "Canada Goose",   beginning September 1, 2007.   Use the scoresheet for Tundra Swan.   Strike out "Tundra Swan" and write in "Canada Goose."  In addition to measurements of "Length" (from tip of beak to tip of toes) and "Wingspan", we'd like to have the following information:  Weight;   Taken: "In Flight" or "On Ground"Time of day taken.   All measurements should be taken to the nearest 1/8th inch.  Canada Goose will be an official "Special Animals" category.  Annual awards will be given.

Randy R. Mabe has turned in the first scoresheet for Canada Goose.  He took one with bow and arrow on January 21, 2004 in Alamance County that scored (measured): 39 0/8 length x 67 0/8 wingspan for a total score of:  106 0/8.

Feral Hog will be an official "Big Game" category this year.  Annual awards will be given. Check the NCWRC Regulations Digest for rules. The skull measurement method is used to score Feral Hogs,  so save and clean the skulls and have them scored.

NCBA will accept "Official" scores for "Beaver",   beginning October 1, 2007.  Beaver may be taken after October 1, 2007 with bow and arrow on any private property where the hunter has permission year round.  Beaver may also be taken from game lands during any open season for any game animal.  Beaver will be an official "Special Animals" category.  Annual awards will be given. The skull measurement method is used to score Beaver,  so save and clean the skulls and have them scored.

Unsolicited and Unidentified Email Senders TAKE NOTE:   NCBA will NOT respond to email messages from persons who fail or refuse to identify themselves.  Any sincere email message will be addressed in a prompt and efficient manner.  But,  in the future,  we will NOT respond to emails where the sender refuses to identify themselves by "Name, Address and Phone Number",  if requested to do so!

Ineligibility for NCBA Membership and Record Book Entry:   The NCBA By-Laws state that any individual who has been convicted of certain wildlife violations may be refused membership, or current members may have their membership terminated.  It was reiterrated that a person's status may be reviewed after five years,  in some cases.  In relation to entering trophy animals into the NCBA "All-Time Records Listings" and/or the "NCBA Annual Contests",   the same basic ruling applies.  Persons who have been convicted of certain wildlife violations may be refused entry of animals in either the "All-Time Records Listings" and/or the "NCBA Annual Awards Contests."  Included in these violations are charges for "Spotlighting,"  "Illegal Hunting/Taking of game,"  and "Poaching" of wild game.   "Poaching" can be hunting/killing any game animals out of season;  hunting at night;  or hunting on the property of another without permission to do so.  Any animal that has been kept in a "pen" or "game proof" fence;  or imported from outside North Carollina,  is NOT eligible for entry into NCBA records. All game animals must be native to North Carolina.. that is,  "bred and born" in the "wild" in North Carolina.

Abandonment of Search:  NCBA and P&Y "Rules of Fair Chase" say.. basically: If a hunter resumes his "hunt" anywhere, in "any stand"... The "search" for any wounded animal is considered to have been officially "abandoned." In such cases, any animals found after the search has been abandoned, is ineligible for entry into NCBA and P&Y records. The "key" here is for the hunter to exhaust all avenues for his/her search before returning to hunt a stand. It doesn't seem to matter if several days, or even weeks elapse before a wounded animal is "found".. as long as the hunter doens't go back and "hunt" between the time the animal is "shot" and "found." Once a hunter takes up a "stand" to resume hunting for any specie of animal, the "search" is considered to have been "abandoned.
