NOTICE TO NCBA MEMBERS.. REF: EMAIL ADDRESSES
EMAIL ADDRESS ??? The internet and EMAIL has streamlined communications for all of us. It also saves us TIME and MONEY by not having to print and mail important information to our members.
If you don’t have email, maybe someone in your family does who will relay messages to you for us? Please send us an email address where we can send information to you about important matters concerning NCBA. If we had an email addresses for all our members, they would receive information that they would not receive until the next magazine is mailed, or may never receive it at all! Some issues "come and go" before the magazine ever goes to press, and if you don’t have Email or access to the internet, you will never know about it until it is too late.
Not sure if we have your email address? If
you haven’t been receiving our “E-News” bulletins and other communications, you
can be fairly sure that we do not have it.
Call us soon with your primary email address, or simply send a “Hello”
email message to us at:

SUBJECT: URBAN DEER SEASON FOR 2010..
The NC WRC approved the Urban Deer Season beginning in 2008. Ten
towns/cities opted into it for 2009
So.. What lies ahead for 2010? Good question! And, that may be entirely up to
YOU. Any city or town may opt into the
urban deer season for 2009 by simply sending a letter to the Director of the
North Carolina Wildlife Resources Commission requesting to be included along
with a map showing boundaries where bowhunting is/is not permitted.
NOTE: If
your city/town votes to adopt the urban deer season, but currently doesn't
allow discharge of bows within your city/town limits, the city/town council
will also have to amend their local ordinances to make an exception to allow
bowhunting.
What can you do and how can you go about doing it? If you'd like to see the
urban deer season adopted in your town, now is the time to "get it done." No
one is going to do it for you and your bowhunting community. Here's what you
have to do....(and
NOW is the time to do it!)
1- Talk to other hunters, preferably bowhunters, in your community. See if
they have the desire to work with you and others to petition your town council
to approve the urban deer season for your town/city.
2- If you or any of your friends know any of your town council members
personally.. make personal contact
with them individually and explain the urban deer season law to them and the
problems caused by deer overpopulation to get a feel for their position on it.
3- Have facts, data and statistics ready to show and explain to them about
problems caused by deer overpopulation in your community as it relates to motor
vehicle collisions, deer depredation of crops, ornamental plants and flowers,
and also the dangers to the health of the deer herd itself due to disease that
may be caused by overpopulation of available habitat.
4- After talking to your town/city council members.. if you think you have
enough support from them to get the resolution passed, contact your town clerk
and request that you (or your group) be added to the agenda for the next town
meeting. Be prepared to attend with your supporters, if you have any.. and make
your official presentation to them.
5- You and they (Town Council) need to know that the
DEADLINE for applying for the 2009 urban
deer season is April 1st, 2008... for
the following year's season in January-February, 2009. (This April 1st deadline
applies every year for the following year.) So, NOW is the time to get up and
get this ball rolling in your community. You don't have much time left to get
this done.. April 1st will roll around before you know it. Don't let this
opportunity slip by you.
If we can be of any assistance to you, please let me know. I can send you
information of deer/motor vehicle collision data and other information that may
help with your presentation.
Good Luck..

COMMENT: I met with my town council on Tuesday night (Jan.
22nd) to make a presentation to them on adopting the urban deer season for 2009.
I live in Stokesdale, which is in northwest Guilford County.
Stokesdale is 21.4 square miles in area with a population of about 3,600 people.
I met with them back in September and my proposal was voted down by a 3-2 vote.
We have new people on our town council now who have different views about this
issue. On January 22, 2008, the Stokesdale Town Council voted and
approved the urban deer season for 2009.

NEW RULINGS BY P&Y (and NCBA) - August 2006
Pope and Young Club changes rule for determining "Typical" vs. "Non-Typical" classification for Whitetail Deer and other antlered species:
The old rule was that if a deer had one inch of abnormal growth, it could be entered into the "Non-Typical" category. This has been changed because hunters have been entering deer into the Non-Typical category that were simply NOT "Non-Typical" in nature. P&Y and NCBA have been getting a significant number of entries into the "Non-Typical" category with just one or two short abnormal points. Thus, the "Non-Typical" category is getting filled up with entries that are truly "Typical" in nature. P&Y and NCBA Measurers encourage hunters to put their entries in the category that best reflects the nature of the antlers overall. But, simply stated, this has NOT worked. Beginning this year (Sept. 9, 2006), a new process will be initiated by both P&Y and NCBA in determining which category a deer will be entered into. The Records Offices of P&Y and NCBA has the authority to change the category if the animal is submitted incorrectly. Here's how the new ruling works. Antlered deer or other species of antlered animals, will be entered into the category (typical versus non-typical) for which its final score is the greatest over the current "Minimum" entry score requirement. The minimum score requirements for Whitetail Deer are 125 (Typical) and 155 (Non-Typical) for P&Y; 100 (Typical) and 110 (Non-Typical) for NCBA. Here's an example: If a deer has 10 inches of abnormal antler growth, and the final score is 148 (Typical) and 168 (Non-Typical), the correct category to place the animal is in the "Typical" category because, the typical score is 23 inches over the 125 "Typical" minimum score, but only 13 inches over the 155 "Non-Typical" minimum score. Simply stated.. follow this procedure. Score the antlers both ways; "Typical" and "Non-Typical". Subtract the minimum score requirement of 125 for "Typical" deer from the deer's official "Typical" score. Then, subtract the minimum score of 155 for "Non-Typical" deer from the deer's official "Non-Typical" score. The figure with the highest "difference" is the category that the animal must be entered into. Anyone with questions or comments should send them to us HERE.
NCBA will continue to use the old "1 inch abnormal point rule" for it's annual contests. But, the deer must be placed in the "All-Time Records" listings according to the new ruling outlined above.
September 18, 2006: P&Y office advises that their ruling doesn't officially go into effect until January 1, 2007. But, they recommend using the new classification ruling immediately for animals that qualify for "All-Time Records Listings." NCBA will begin using this new ruling immediately for our "All-Time Records", but will continue to use the "one inch abnormal rule" for our annual contests ONLY... at the discretion and choice of the hunter.
Lumi-Noks: These new items work great!.. But, they contain batteries and electronic circuitry. Per P&Y and NCBA rules, if they are used in taking animals, the animals will NOT be eligible for listing in P&Y and NCBA "All-Time Records" or for "NCBA Annual Contests." Bows, arrows and broadheads may not have any battery powered apparatus with electronic circuitry attached or built into them. Pass the word.

FRESHWATER DRUM (Aplodinotus grunniens);
NCBA has added a new "Unofficial" category for these fish. Should you
arrow one, be sure to "weigh" and "measure" the "length" and
"circumference" of the fish. Also, take a photo and send all info
into the records chairman same as you would any other fish. We considered adding a
category for Tilapia about 15 years ago.. but, they weren't widespread enough across
the state for many bowfishermen to access them. Now, we find that they
are becoming more numerous, specially in lakes that have "hot holes",
or warm water discharges from power plants. They can get up to 6 - 8 pounds or more
in size. And, they are very good table fare! Just go on the web and
search for "Tilapia" and you'll find all sorts of information on them.
I've been told that Hyco Lake has a good population of Tilapia. If you know
of any other lakes that hold these fish, let us know! .. and send in any
photos and scoresheets of these fish you may shoot! "Freshwater Drum" can
reach 15-17 pounds. Most are being found in Kerr Lake.
Roger Poplin of Cherryville, NC took the first
"banded" Tundra Swan with bow and arrow from Tyrrell County on 1/16/2004
Unsolicited and Unidentified Email Senders TAKE NOTE: NCBA will NOT respond to email messages from persons who fail or refuse to identify themselves. Any sincere email message will be addressed in a prompt and efficient manner. But, in the future, we will NOT respond to emails where the sender refuses to identify themselves by "Name, Address and Phone Number", if requested to do so!
Ineligibility for NCBA Membership and Record Book Entry: The NCBA By-Laws state that any individual who has been convicted of certain wildlife violations may be refused membership, or current members may have their membership terminated. It was reiterrated that a person's status may be reviewed after five years, in some cases. In relation to entering trophy animals into the NCBA "All-Time Records Listings" and/or the "NCBA Annual Contests", the same basic ruling applies. Persons who have been convicted of certain wildlife violations may be refused entry of animals in either the "All-Time Records Listings" and/or the "NCBA Annual Awards Contests." Included in these violations are charges for "Spotlighting," "Illegal Hunting/Taking of game," and "Poaching" of wild game. "Poaching" can be hunting/killing any game animals out of season; hunting at night; or hunting on the property of another without permission to do so. Any animal that has been kept in a "pen" or "game proof" fence; or imported from outside North Carollina, is NOT eligible for entry into NCBA records. All game animals must be native to North Carolina.. that is, "bred and born" in the "wild" in North Carolina.
Abandonment of Search: NCBA and P&Y "Rules of Fair Chase" say.. basically: If a hunter resumes his "hunt" anywhere, in "any stand"... The "search" for any wounded animal is considered to have been officially "abandoned." In such cases, any animals found after the search has been abandoned, is ineligible for entry into NCBA and P&Y records. The "key" here is for the hunter to exhaust all avenues for his/her search before returning to hunt a stand. It doesn't seem to matter if several days, or even weeks elapse before a wounded animal is "found".. as long as the hunter doens't go back and "hunt" between the time the animal is "shot" and "found." Once a hunter takes up a "stand" to resume hunting for any specie of animal, the "search" is considered to have been "abandoned.
